DSC03121 Cortinarius sp.
The cobwebby veil of this specimen is characteristic of the genus Cortinarius. Another characteristic of this genus is rusty or brown spores. Probably I caused some spores to be dropped from the gills when I upended this specimen--hence the suggestion of rust color on part of the veil.
